This report describes an effort to explore loan impacts and decisionmaking processes in home energy audit programs. Data collected in a recent evaluation of two Northern States Power (NSP) programs in Minnesota are used for two purposes.

After work is completed, the program conducts quality assurance inspections for Home Energy Loan Impacts in Home Energy Audit Programs book, weatherization work (air sealing and insulation), HEAT Loans, and rebated heating systems.
